I. Turn Off EXIFF :
You must prevent Elements from opening EXIFF of your images files. So that the profiles contained in EXIFF won't be in conflict with the ICC profile contained in the same file image.

Ignore EXIFF
Edit> Preferences > Backup file > click “Ignore EXIF”.
II. Color settings and opening your images
There are 4 options of color management in Photoshop Elements ®. We advise you to work with the option “Allow me to choose” active.
Edit > Colors > Allow me to choose

Color settings
Then, open an image. If, when the image does not have any ICC profile, the following window appears :

Missing profile
-
If the image comes from a digital camera (compact or bridge), assign it the sRGB profile type,
-
If the image comes from a Web site, assign it the sRGB profile type,
-
If the image comes from a digital SLR camera, assign to your image the Adobe RVB profile.
If you don't know which profile assign, we advise you to make copies of the image, to open each copies with different profiles and keep the one you like best. In all the cases, never tick "Leave as is (don't color manage)".
